    FITA INFO Newsletter   DEVELOPMENT   Oceania welcomes new Development Agent Following phone interviews of three pre-selected candidates, Mr. Renaud Baudrillart has been proposed the position of FITA Development Agent. Renaud will move to New Caledonia and start working on 1st April 2007.   Renaud is from France but is moving to live in New Caledonia with his wife and children. He is fluent in both English and French.   Renaud has been a professional archery coach for some 20 years. He is experienced in working with volunteers to get archery started, has developed many school programmes and worked with older people and those with disabilities. He also understands and can help those countries struggling to get their constitutions and development plans in good order.   Activities at FITA Middle East Archery Training Centre As one FITA’s Development Department main projects, the MEAC will strive during 2007 in improving its services to the Archery community by becoming the best Archery Training centre in the World.   FITA is very pleased with the way 2007 has started for the MEAC more and more member associations are requesting training camps and coaching education courses for their teams at the MEAC.   In January we had four Archers and one coach from Iraq training at the MEAC, they also stayed to participate at the Arab games that were also held at the MEAC.   At the moment four archers and one coach from Austria are attending a training camp at the MEAC. FITA expects also the arrival of the Philippines National Team in March for a long stay of 6 months for both training and coaching education. Estonia and Latvia had also signed up for March and April.   This is really significant since the more that FITA Member Associations use the MEAC the best that its services can be and this will also enable FITA to help more countries to have more possibilities to participate at the Olympic Games.   We encourage all FITA Member Associations to submit applications to attend training camps and coaching courses at the MEAC, for more information please see the MEAC pamphlet or contact: JHKim@archery.org   Launch of Archery in Lokossa After the International seminar of Bamboo Bow held in January 2006 in Cotonou, a local seminar was then held in October 2006, in order to train carpenters of Togo, Ghana and Mono-Couffo (last department of Benin), where archery is getting on the way to become more active.   The actual launch of Archery in the city of Lokossa took place four months later, after the duplication of the above mentioned local bow making seminar. Mr. Clement Dagba, the representative of Mono-Couffo (South-West of Benin) through the Association of Carpenters, inaugurated an Archery practice on the 19th of January 2007. At the opening ceremony, several personalities of the department were very happy and interested in shooting for the first time.   Now, the members of the club will meet on Sundays for training. The main goal of this strategy is to start with Archery programmes at schools very soon.   Opening of Bangkok Training Centre On the 2nd February in the presence of the FITA President, Dr Ugur Erdener and the FITA Secretary General, Tom Dielen a new training centre was opened in Bangkok. This centre will become the 1st FITA Accredited Partner Training Centre. This centre will be essential for the development of Archery in South East Asia.   At the same time a meeting took place of the working group formed by Mr Sanguan Kosavinta, FITA Vice President, Mr Major Bahuruddin, AAF 1st Vice President, Mr Simon Wee, representing the Bangkok Training centre, Mr Tom Dielen FITA Secretary General and Mr Pascal Colmaire, FITA Education & Development Director to finalize the criteria for recognition and an agreement was signed at the end of this meeting formalizing the accreditation process.   FITA Congratulates the National Archery Association of Thailand and its President, Mr Sanguan Kosavinta with this important project for the region and the contribution it will bring to the development of the sport.   The opening was followed by the traditional Bangkok Asian Grand Prix. Mr. Hiroshi Yamamoto, member of the FITA Athletes Committee from Japan, who was followed by a Japanese TV Crew, was the winner of the Individual event in the Men’s Recurve Division.   COACHING SEMINAR    Information and Registration Package The FITA Development and Coaching Department is pleased to announce the 3rd FITA World. Coaching Seminar to be held in Gwe San city (South Korea) from 22nd to 26th October 2007.   This will be a great opportunity to gather with Archery Coaches from all over the world, learn from the experience of the experts conducting the seminar as well as from the participants.   Information and Registration      You can also contact MCruzBlanco@archery.org for more information.   JUDGES   2006 FITA Judges Seminar in Auckland, NZL The FITA Judge Committee held their annual 2006 Judges Seminar on December 28th and 29th in Auckland, New Zealand. The scope of this annual Seminar is to select and train Continental Judges supported by their MA and CA for awarding the FITA accreditation (FITA Accredited Continental Judge status).   The lecturers of the Seminar were Ms. Carole Hicks, International Judge, and Mrs. Susanne Womersley, liaison to Judge Committee in Oceania.   There were 16 Continental Judges registered in the Seminar, and 8 of them passed successfully the exam and became FITA Accredited Continental Judges. As a result, FITA will also use this new code for its Member Association, the Romanian Archery Federation.   ATHLETES COMMITTEE   Meeting in Lausanne Chairman of Athletes Committee, Alison Williamson, and Committee Member, Goran Villi had a meeting in Lausanne, Switzerland on 19–20 February. They mainly discussed the election procedures for the Athletes Committee that will take place in July at the World Championships in Leipzig.
In Izmir Alison Williamson will be present to explain the election procedure to be held in Leipzig.   For any questions, any archers can contact Alison Williamson at alisonjwilliamson@hotmail.com.   MEDICAL AND SPORT SCIENCES   Consensus Statement on sexual harassment and abuse in sport   On 8 February 2007 the Executive Board of the International Olympic Committee (IOC) adopted a Consensus Statement on “Sexual Harassment and Abuse in Sport”.   This unique document defines the problems, identifies the risk factors and provides guidelines for prevention and resolution. The aim of the Consensus is to improve the health and protection of athletes through the promotion of effective preventive policy as well as to increase the awareness of these problems among the people in the entourage of the athletes.   Research indicates that sexual harassment and abuse happen in all sports and at all levels, with a greater prevalence in elite sport.  Members of the athlete’s entourage who are in positions of power and authority appear to be the primary perpetrators.  Research also demonstrates that sexual harassment and abuse in sport seriously and negatively impact athletes’ physical and psychological health.  They can damage performance and lead to athlete drop-out.    Based on this information and in its role of promoting and protecting the health of athletes, the IOC Medical Commission (MC) held a conference on “Sexual Harassment & Abuse in Sport” in October 2006 in Lausanne.    A panel of participants composed of leading sports psychologists, sociologists, psychiatrists and policy experts from around the world and an elite athlete advocate attended to review the scientific literature and to produce safe guidelines for the prevention of and early intervention in cases of Sexual Harassment and Abuse in Sport.   The full document can be downloaded on www.olympic.org/medical.   ANTI-DOPING   WADA launches its new Coaches Tool Kit The World Ant-Doping Agency's new Coaches Tool Kit launched a few days ago provides anti-doping organizations with a ready-to-deliver doping prevention workshop specially-tailored for elite coaches. Because coaches have so much influence over athletes, educating them is also an effective means of getting doping-free sport messages to competitors and their entourages.   The WADA Coaches' Tool Kit is designed to assist World Anti-Doping Code signatories meet their responsibility to educate athletes, coaches and other athlete support staff about the dangers and consequences of doping in sport. The Coaches Tool Kit is available in English, French and Spanish.   For more information on the Coaches' Tool Kit or on conditions for obtaining copies, please consult the WADA website www.wada-ama.org.   2007 EVENTS   Ski Archery World Championships re-allocated to Moscow Despite the message on the biathlon.ru website, the 2007 Ski Archery World Championships have not been cancelled but have been re-allocated to MOSCOW instead. She sent her approval and her greeting to the President of the German Shooting and Archery Federation Josef Ambacher.   President Ambacher: “I am very happy that Chancellor Merkel has taken over this position, because it shows the support of the German government for our event and the increasing importance of the discipline archery in Germany.”   Preparation tournament for WC Leipzig Member Associations that are interested in having a final preparation tournament just prior to the World Championships in Leipzig can contact the Swiss Federation and the club of Lausanne which is organising a FITA Star tournament followed by a shortened Olympic Round (1/4 finals) on the 1st of July. The winner of the Recurve division will obtain the annual Price of the IOC President and the compound division the FITA Trophy.   For further information, please contact Josette Kunz, Phone +41 79 210 88 09 or see the online information on www.asta-sbv.ch.   Final entries for South Pacific Games 2007 The XIII South Pacific Games (SPG 2007) will be held in Apia, Samoa from 27 August to 1 September 2007. This quadrennial festival is the main sport event in the Pacific. New stadiums for several sports have been built and a permanent archery venue has been tested during the Oceania biannual Championship in October 2006.   The final entries for archery show a participation of 77 archers from 11 countries, 47 men and 30 women. As a comparison, in SPG 2003 in Fiji only 32 archers from 5 countries participated in the archery event.   FITA has at the time 17 Member Associations in the Oceania continent. Australia and New Zealand are not eligible to participate in the Pacific Games and four other Member Associations are still building up their level of archery. The young FITA members Palau, Papua New Guinea, Samoa and Solomon Islands will take part in the SPG archery competition for the first time part.   For more information about SPG 2007 and SPG 2003 see www.oceaniasport.com (click on Archery and see section Oceania Archery Confederation).   IPC World Championships IPC Archery has informed FITA that the IPC Archery World Championships will be held in Cheongju city, Korea on 30 September to 9 October 2007   More information will be given as soon as available.   Win&Win Cup in France The French Archery Federation (FFTA) has the pleasure invite all archers to the 2007 Win&Win Cup, which will take place on 16-17 June 2007 in Riom, France on the site of the 1999 World Championships.   The organizers hope to welcome a lot of foreign archers.   For further information, you can contact Patrick Lebeau at the FFTA (Phone: +33 1 4812 1987, Mobile: +33 6 8293 4268, Email: p.lebeau@ffta.fr).   FUTURE EVENTS   World Championships Candidatures 2010, 2011, 2012 FITA will officially open the candidatures for the World Championships in 2010, 2011, and 2012 in March. Countries interested are requested to contact the FITA Events Director (jcholgado@archery.org).   We have received a letter of intent from France to bid for the World Outdoor Championships in 2011 in addition to the candidature by Croatia.   CONSTITUTION & RULES   Interpretation The following two questions were raised in relation to barebow tabs and notes. After discussion between the Technical, Judges and Field Committee, the position of the C&R Committee is:   Can there be scales or other marks on a barebow tab?   1. tabmarks are allowed, 2. scales are allowed, 3. numbers on the tab providing information about distances are not allowed.   Are barebow archers allowed to carry written notes on the field course concerning the marks on their tabs?   The C&R committee is unanimous that such notes are not only against the spirit of barebow shooting but are breaking the rule 9.3.11.4.   In addition to the barebow equipment as described in article 9.3 a barebow competitor may only carry notes that are explicitly allowed in article 9.3.11.4.   FAQ – Athlete’s Equipment   Book 2, Article 7.3.1.5 - Book 2, Article 7.3.3.5 Book 3, Article 8.3.1.5 - Book 3, Article 8.3.2.5 Book 4, Article 9.3.5.1 - Book 4, Article 9.3.5.3   Question: Is this double ringed sight pin legal or illegal?

Answer: This sight is legal in the Recurve and Compound bow divisions, Indoor, Outdoor Target and Field Archery, including the unmarked portion of the Field Archery rounds.   FAQ – Dress Regulations   Book 1, Article 3.22   Question: What are the dress regulations for National Teams competing at:   1.      FITA Outdoor Target Archery World Championships; 2.      FITA Indoor Target Archery World Championships; 3.      FITA Field World Championships; 4.      World Cup events; 5.      Other international tournaments (European Championships, Grand Prix); 6.      Junior Championships;   Answer: Preliminary remark: The new dress regulations are part of the FITA effort to remain Olympic and to present as good an image of Archery and of FITA as possible to the public. This goal has to be kept in mind particularly when Archery events are on TV.   Article 3.22 of Book 1 describes explicitly the requirements for Target Archery World Championships for Men and Women. It is highly recommended that these rules be followed at international events in general.   as to 1         Highly recommended; mandatory for the match play part of the competition. as to 2         Highly recommended; mandatory for the match play part of the competition. This also applies to Juniors when their competition is part of the Championships for women and men. as to 3         These rules do not apply to Field. as to 4 & 5    Recommended, but mandatory for match play in World Ranking events with guaranteed TV coverage (this includes all World Cup events). as to 6         Recommended; the onus is on the Member Association to send teams with uniform appearance and teach juniors and cadets the importance of proper, neat appearance for the image of their sport.   FAQ - Practice   Book 1, Article 3.19   Question: Is it possible to allow archers to warm up at whichever distances on whichever butts they like during the breaks between distances (in particular when there is a long break e.g. for lunch between the first and second distance outdoors)?   Answer: If there is no practice field available, during long breaks you can add the possibility (not mandatory, depending on the organizer) of placing warming-up targets on the sides next to the competition field or on the competition field but not on distances to be shot after the break (no sighter arrows). These targets can be removed before the competition continues.
The reason for this addition is that you make warming-up possible which is not against the rules and common practice under such circumstances. Many archers consider this to be an important service and nobody gains any advantage over other competitors.
