Therapeutic Use Exemptions (TUEs)

Therapeutic Use Exemptions (TUEs)   ü Changes forthcoming from the 2010 WADA International Standard for TUEs ü Online Database of Prohibited Drugs Reference ü General principles for World Archery TUEs ü Important note for Member Associations and National Level Athletes wishing to use the World Archery/SportAccord TUE Service ü How to proceed ü Mutual Recognition Policy   Athletes, like all others, may have illnesses or conditions that require them to take particular medications.   If the medication an athlete is required to take to treat an illness or condition happens to fall under the Prohibited List, a Therapeutic Use Exemption (TUE) may give that athlete the authorisation to take the needed medicine.   The purpose of the International Standard for Therapeutic Use Exemptions (ISTUE) is to ensure that the process of granting TUEs is harmonised across sports and countries.   This section provides information about the TUE process for athletes and all those involved or interested in this area of anti-doping.   The current ISTUE (PDF format) went into force on 1 January 2011.   Changes forthcoming from the 2010 and 2011 WADA International Standard for TUEs World Archery has updated its procedure for International Athletes to comply with the changes in the World Anti-Doping Agency (WADA) International Standard for Therapeutic Use Exemptions, which came into effect as of 1 January 2011. In summary:   Ø The International Events for which a TUE from World Archery is required (or the Mutual Recognition Policy may apply) are defined as being the events recorded in the World Archery events calendar available on the World Archery website in the section "CALENDAR", with Grades 1, 2, 3 and World Ranking ticked box inclusive. Ø The "Asthma TUE" and "Declaration of Use" do not exist anymore. However, it is still mandatory to declare the taking of any medication on the Doping Control Form. Ø The WADA online ADAMS system is mandatory for all types of Declarations of Use or TUE Applications as of 1 January 2010, if applied to World Archery (the Mutual Recognition Policy may apply).    For any question, please contact wa.dopingfree@sportaccord.com.   Online Database of Prohibited Drugs Reference
The Global Drug Reference Online (Global DRO) provides athletes and support personnel with information about the prohibited status of specific substances based on the current World Anti-Doping Agency (WADA) Prohibited List.

Don’t hesitate to check this page to confirm whether a substance, medication or route of administration is prohibited or not. It also works for other countries than Canada, USA and United Kingdom, just choose the one closest to your own country: http://globaldro.com/.   General principles for World Archery TUEs As of November 2011, World Archery has contracted SportAccord's Doping Free Sports Unit for the management of its Therapeutic Use Exemptions (TUEs).   Only applications forms sent through ADAMS will be considered. Of course the highest standards of confidentiality as per the World Anti-Doping Code requirements are guaranteed by SportAccord in the whole management and administration process. If you do not have an ADAMS account, please contact wa.dopingfree@sportaccord.com.   As encouraged by the World Anti-Doping Agency, World Archery applies a Mutual Recognition Policy for TUEs issued by National Anti-Doing Organisations (NADOs) under certain conditions.   Below is a summary of athlete’s status with regard to TUE applications in the World Archery scope:   Status of the Athlete Criteria Who to apply? International-Level Athlete In the World Archery Registered Testing Pool To World Archery (SportAccord) – mandatory through ADAMS Athletes participating at World Archery International Events - Definition of an  International Event (Book 1, Appendix 5 of World Archery Rules) - World Ranking Tournaments - Mutual recognition policy with NADOs  under certain conditions or - To World Archery/SportAccord - through ADAMS Other Athletes Not meeting the above criteria - World Archery/SportAccord with the authorisation of the Athlete’s Member Association - through ADAMS or - NADO   Important note for Member Associations and National Level Athletes wishing to use the World Archery/SportAccord TUE Service All World Archery Member Associations are also offered the option to use this service as well for their National TUEs (athletes who do not comply with the International Athletes definition). The process is the same as mentioned below.   However, for each calendar year as of 2006, TUEs handled under this World Archery/SportAccord process and concerning athletes competing at national level are subject to payment by the Member Association of the athlete's country. World Archery Member Associations who are interested in this service or who do not have currently a TUE management process at national level are invited to contact wa.dopingfree@sportaccord.com.   Therefore, any athlete wishing to use the process below is requested to make prior contact with the persons/department responsible for anti-doping matters within their Member Associations.   How to proceed The WADA online ADAMS system is mandatory for all types of Declarations of Use or TUE Applications as of 1 January 2010 (the Mutual Recognition Policy may apply).   A TUE has to be submitted 30 days before the next competition, and in any case before the taking of a prohibited substance. The TUE Panel has another 30 days to approve, ask for more information, or reject the TUE. In the case of a TUE application made in a reasonable time limit prior to an event, the TUE Panel will use its best endeavours to complete the TUE process before the start of the event. However, if the application is made outside the deadline of 30 days before the next event, it cannot be guaranteed that the application will be approved or rejected in time for the event. This puts the athlete at risk for a positive result and the implications which follow.   An application for a TUE will not be considered for retroactive approval except in cases where:   a.    Emergency treatment or treatment of an acute medical condition was necessary. b.    Due to exceptional circumstances, there was insufficient time or opportunity for an applicant to submit, or a TUEC to consider, an application prior to Doping Control.   The prohibited substance(s)/medications can be taken once the TUE has been approved. No prohibited substance should enter an athlete’s body before having the applicable authorisation to do so (TUE).   There are situations where the 30 days deadline cannot be respected. In this case, do not hesitate to contact the World Archery Anti-Doping Administrator and explain the situation, so the process can be speeded up. However, please note this is only for special and exceptional circumstances.    Should you have any questions, please do not hesitate to contact wa.dopingfree@sportaccord.com.
